Need input on ice packs please

I've never sent or received fish with an ice pack, but now I have a molly buyer asking me to use one because they live in the Southwest, which has inarguably been experiencing some intense heat. I do happen to have some gel ice packs in the fridge (maybe 4" X 6" dollar store jobbers for packing with lunches or whatever). But here's what I'm concerned about: even if you wrap the ice pack in layers of newspaper and have a solid (cardboard or styro) barrier between it and fish bags, wouldn't there be a danger of the bags' water cooling too much if the box is kept in air-conditioned buildings/vehicles the whole time? Furthermore, how much good could the ice pack do if the hotter location is the destination, which will take 2-3 days to arrive? Won't it be melted by then, even in a styro-lined box?
How would you respond to this request?
