Traditionally, vendor rooms, like the show room, have been open to unregistered visitors, and I've never seen anyone checking ID at the tank rental rooms, either. This swap thing is totally new at any convention that I'm aware of, but if it's in the vendor room, I can't see them charging for entry for registered attendees, and I've heard nothing of any charge for the unregistered visitors, which I think they would have mentioned if they planned to do so.
