I get mine from a local welding supply.initial outlay is not cheap but the o2 lasts quite a while and the refills are quite reasonable.

mrlohachata is correct. What you want to do is tell the welding supply company you need a helium balloon rig set up so you can fill your fish bags with pure o2 just like they were helium balloons and they will set you up with a special nipple that will serve your needs well. If they don't seem cooperative then tell them to pound sand and go to another gas distributor. I deal with Linde Welding Gas & Equipment Center here in New York and they are always easy to work with.
